CONCEPT OF ELITE FORMATION AND BARRIERS TO STRUCTURATION OF STATE ELITE

CONCEPT OF ELITE FORMATION AND BARRIERS TO STRUCTURATION OF STATE ELITE
Background. Ukrainian state practice uses the old classical concept of the elite. It is a source of civilization lag in Ukraine. It represents scientific interest. Ukrainian elite needs analysis based on methodological basis of modern theories of elites and Giddens structuration theory.
Reviev of scientific sources. G. Mosca, K. Mannheim, H. Ortega and Gasset investigated place, role, value and function of the elite in capitalist countries in line with the ideas of the classical theories of elite. The origins of the concept of elite values were articulated in the works of Pareto. Problems of the process of formation of political elites in post-Soviet political space were considered by W. Flint, V. Ilyin, S. Proleyev, M. Shulga, T. Riktor.
The aim is to study the causes of slow self organization of elite in Ukraine, its slight positive impact on the system of public administration; analysis of the difficulty of matching between efficiency and quality of public administration and self organization of party political system in the transitional society.
Material and methods. Method of analysis and synthesis of scientific literature on the abovementioned problems was used to study the theoretical and methodological foundations and formulation of assumptions; method of system analysis was used to determine the conceptual approaches to understanding the essence of elite creation.
Results. An important objective of the present stage of nation-building is a self-organization of state elite. Without state elites there is no self-organizational social base for rational choice of strategic guidelines for state authorities of Ukraine as a sovereign politically and economically self-sufficient state.
Conclusion. To improve the efficiency of public administration society through all channels of public offices should formulate transparent and clear requirements for a joint activity of public administration and political party system in the transitional society.
