NON-TARIFF REGULATION IN EU COUNTRIES
 
Background. The proposed article is devoted to the issue of the formation of an effective system of non-tariff regulation of foreign trade in Ukraine. Investigation of the problem is based on the experience of the European Union countries in the sphere of non-tariff regulation.
Review of the latest researches and publications in this area indicates that scientists conducted discussions on the impact of non-tariff regulation on the volume of trade between countries within integration associations and foreign trade with third countries. Small number among the existing works investigates the impact of non-tariff restrictions on the competitiveness of domestic products. However, there is a need to explore the possibility of non-tariff measures use as the tool to protect the domestic production in Ukraine and justification of needs to harmonize legal law in the sphere of non-tariff regulation in accordance with the European law which is formulated in the aim of the research.
Results. Any non-tariff measures pursue the aim to protect domestic producers and to provide safety and quality of imported products. However, their use in Ukraine has a framework charachter in view of the fact that domestic products are uncompetitive in price and quality, and thus in many commodity items imported counterparts are preferred.
In Ukraine, such tools for protecting the domestic market as quantitative restrictions, price controls and antidumping measures prevail, while developed countries prefer technical control measures that are designed to improve the safety and quality of imported goods.
Conclusions. Ukraine requires the adoption of measures aimed to protect domestic market and formation of apropriate foreign policy. Therefore, there is a need to harmonize technical regulations with international standards, guidelines and recommendations in order to diversify foreign markets, and to promote development of voluntary certification institution through increased responsibility of buseiness in order to modernize economic models that will have a positive impact on the competitiveness of domestic products.
