COMPETITION POLICY OF A STATE: IMPLEMENTATION MECHANISMS
 
Background. Major problems of analyzing economic policy of a state include understanding the essence of a particular type of policy, separation between the formation (development) and implementation of political and economic decisions. The complexity of the functioning and development of competition relations necessitates research of state competition policy (CP) as a single direction of economic policy.
The aim of the article is to study the nature and role of the state CP in the development of domestic production in the context of improving the effectiveness of its implementation.
Materials and methods. The study drew on the scientific works of foreign and domestic economists on the state CP and annual reports of the Antimonopoly Committee of Ukraine. The paper used a set of new methods of scientific studying, systematic approach and synthesis.
Research results. In its economic content competition policy is a set of actions of the state as an institution undertaken to influence the activity of market entities, to support, protect and promote competition. In its legal content competition policy is primarily legislation implementation activity of a state, application of competition law. The essence of state CP is determined by the nature of existing economic competition. In modern conditions importance of transition from mostly ex post regulation to regulate ex ante is increasing. It has been established, that that antitrust regulation both logically and historically precedes the state CP. It was determined that the formation of CP is a political and legal mechanism for the development of content-making in the field of competition. The implementation of state CP is a use of a set of specific measures and management practices that lead to the need for specific management decisions in the field of economic competition. We considered the transfer or transmission CP mechanism. The structure of the transmission mechanism consists of channels which are chains of macroeconomic processes through which impulse of changes that are generated through the mechanism of CP implementation is transferred. Four channels of influence have been identified: innovation, investment, state aid and concentration. The state should support competition so far as it improves competitiveness.
Conclusion. The study showed that a scientific approach to understanding the nature of a state CP is based on the principle of consistency. State CP aims to develop a competitive environment in the national market, protect competition, regulate competitive process. Based on a systematic analysis scientific approach to the construction of the transmission mechanism of influence of CP on economic development in the context of the overall positive social effect was developed.
